Cambria Consulting were appointed as Civil and Structural Engineers on the £100m regeneration of the former Whiteheads Steelworks site in Newport, now known as Royal Victoria Court. The development delivers 528 new homes across open market sale, affordable rental, and low-cost ownership tenures, alongside a new Pillgwenlly Primary School and provision for a future care home, making it one of the most significant residential regeneration projects in South Wales in recent years.
The site presented a range of complex engineering challenges, including poor ground conditions requiring remediation and surcharging works, and a lack of viable gravity drainage options that demanded innovative pumped solutions for both foul and surface water.
Cambria’s surface water strategy was integrated within a newly created Eco Park, providing above-ground attenuation to protect the site during extreme storm events. Co-ordination with the neighbouring Coil Colour facility throughout the build added a further layer of complexity. The project completed in 2026 and was recognised with the Welsh Housing Award for Developing High Quality Homes.
